It was meant for administration, to scale down the view for small screen solutions.
So user with a really small device still could see everything.
But I skipped that, 1024px is required and by using XHTML the scaling should be done by the browser automatically.
Honestly, I guess it doesn't do anything in 2.5. For me its a deprectaed setting, which I was afraid to delete, because I have to check first if it is still used somewhere...
